WATERBURY, CT-11 DECEMBER 2009-121109JS14-Warner Gardens is a ramshackle cluster of duplexes, triplexes and barracks-style apartment buildings on Warner Street, Warner Road and Garden Circle in the city's Long Hill neighborhood. Built as temporary factory worker housing in 1942, and later a place where Japanese internees resettled, Warner Gardens is now believed to be the state's only black-owned co-op.<br />
