NEW HARTFORD, CT 07 January 2005 -010705BZ11- A long-time resident of Southeast Road in New Hartford is complaining that a newcomer built a house that spoiled his view, so he's retaliated with signs and lights that allegedly shine into the home of his new neighbor.
