STONINGTON, CT - 17 July 2012-071712EC02--    Richie Maderia tosses skates into the lobster traps before dropping them off the boatearly Tuesday morning.  The skates are used as bait.  For four generations, the Maderia family out of Stonington has been commercial fishing off the coast.  The state Department of Energy and Environmental Protection announced last week that it has launched a study into why the state's lobster catch has dwindled from 3.7 million pounds in 1998 to just 142,000 pounds in 2011.  The Maderias say this year has been one of their best in a dozen years.  Erin Covey Republican American.
