WATERBURY CT. 12 December 2014-121214SV07-A view of the Frost Homestead housing complex in Waterbury Friday. A faith-based housing nonprofit from Massachusetts is rehabbing the Frost Homestead, a rundown, 63-unit affordable housing complex in the city's East End that has become a residence of last resort. The $7.5 milllion project, which kicks off next spring and will take a year to complete, will overhaul the place, inside and out, including the community room. It will also add on-site management and a service coordinator to attend to residents' social service needs.<br />
